[7] 10% Rule to Identify a Dataset as an Original

The 10% rule will be adopted for peer review of data publishing and to identify the dataset as an original one. It means that the dataset, which is recognized as the original one and will be protected, should meet both of the following conditions:

a) the total number of records from other dataset should be less than 10% of the total records of the new dataset; and

b) all of the records from otherl dataset should be cited in a suitable place for the public record.
